Human Resources Manager – Kinshasa

Humanitarian Action for Africa (HAA) is recruiting a Human Resources Manager to lead the administrative and strategic management of the organization's human resources.

Under the supervision of the Country Director, the post holder will be responsible for managing staff, from recruitment to the end of the contract, including personnel administration, payroll, skills development, performance management and labor relations.

Purpose of the position

Under the supervision of the Country Director, the Human Resources Manager handles the administrative and strategic management of HAA's staff.

They ensure in particular the proper management of recruitment, contracts, payroll, skills development and labor relations, while guaranteeing compliance with Congolese labor law, HAA's internal procedures and the applicable donor requirements.

The position is full-time (100%).

Main responsibilities

The Human Resources Manager will in particular be responsible for:

  • Developing, updating and ensuring the application of HAA's HR policies and procedures, in particular the staff handbook and internal rules;
  • Leading the recruitment, selection and onboarding processes for national staff;
  • Managing employment contracts, individual staff files, leave, absences and contract terminations;
  • Preparing and checking payroll as well as social and tax declarations (CNSS, INPP, ONEM, IPR) in collaboration with the finance department;
  • Ensuring compliance with the DRC Labor Code, the applicable regulations and donor requirements;
  • Developing and monitoring the staff training and skills development plan;
  • Supporting supervisors and managers in performance management, objective setting and annual appraisals;
  • Managing labor relations and contributing to the prevention and handling of conflicts and disciplinary procedures;
  • Keeping the organizational chart, job descriptions, salary scale and HR dashboards up to date;
  • Contributing to the dissemination of, and compliance with, the protection, zero-tolerance and anti-harassment and anti-fraud policies;
  • Guaranteeing the confidentiality and security of staff data;
  • Contributing to any other activity necessary for the proper management of the organization's human resources.

Required profile

Education

Hold at least a university degree at Bachelor's level in human resources management, law, administrative sciences, occupational psychology, management or an equivalent field.

Professional experience

  • A minimum of 5 years of professional experience in human resources management, including at least 2 years in a position of responsibility;
  • Proven experience in personnel administration, payroll management and social declarations in the DRC;
  • Experience in a national or international NGO or in donor-funded projects is an asset;
  • Experience in conducting recruitment processes and managing labor relations.

Skills and qualities

  • Good command of the DRC Labor Code and of the applicable social and tax regulations;
  • Good command of personnel management tools and procedures, in particular contracts, payroll, appraisals and training plans;
  • Strong analytical skills and ability to advise managers;
  • Excellent skills in drafting HR documents and correspondence;
  • Good command of IT tools, in particular Word and advanced Excel, as well as payroll or HRIS software;
  • Excellent interpersonal skills, listening skills, diplomacy and ability to handle sensitive situations;
  • Fluency in French. Knowledge of English and Lingala is an asset;
  • Integrity, confidentiality, rigor and sense of responsibility.
